中國(guó)自動(dòng)化學(xué)會(huì)前任理事長(zhǎng)陳翰馥院士,現(xiàn)任副理事長(zhǎng)、IFAC執(zhí)委郭雷院士,副理事長(zhǎng)席裕庚教授,副秘書(shū)長(zhǎng)周東華教授、張紀(jì)峰研究員,以及來(lái)自全國(guó)各地的334人等參加了此次大會(huì)。
本次IFAC大會(huì)開(kāi)幕式于7月6日17:30在COEX會(huì)議中心(the COEX Convention Center)舉行。 Prof. Wook Hyun Kwon是本屆IFAC主席,Prof. Hyungsuck Cho是General Chair. 在開(kāi)幕式上頒發(fā)了兩項(xiàng)IFAC大獎(jiǎng): 澳大利亞Graham C. Goodwin 教授獲得Giorgio Quazza Medal, 德國(guó)獲得 Gerd HirzingerNathaniel B. Nichols Medal。 自2002年開(kāi)始的IFAC的“The Industrial Achievement Award” 這次空缺。 此外,這次新增了兩位IFAC advisors, 分別是捷克的Vladimir Kucera 教授和英國(guó)的Peter Fleming教授, 使IFAC advisors的人數(shù)由原來(lái)的13人增至15人。大會(huì)期間還頒發(fā)了其它獎(jiǎng)項(xiàng),包括IFAC Journal Awards, IFAC Fellow Award, IFAC Congress Awards, Outstanding Service Award等(見(jiàn)附錄 1), 其中IFAC Young Author Prize的評(píng)獎(jiǎng)委員會(huì)主席由我會(huì)副理事長(zhǎng)郭雷院士擔(dān)任。
開(kāi)幕式上,國(guó)際程序委員會(huì)主席Dongli “Dan” Cho 介紹了本次大會(huì)的投稿及學(xué)術(shù)安排情況。本次大會(huì)共收到來(lái)自72個(gè)國(guó)家和地區(qū)的有效投稿3713篇。較之2002年Barcelona第15屆(投稿2512篇)和2005年P(guān)rague第16屆(投稿3284篇)的投稿,有較大幅度增長(zhǎng)。經(jīng)評(píng)審,有來(lái)自60多個(gè)國(guó)家和地區(qū)的2716篇論文被錄取,錄取率為73.17%。中國(guó)投稿613篇(其中大陸和香港486篇、臺(tái)灣127篇),遙踞首位;其次是法國(guó)(316篇)、韓國(guó)(297篇)、日本(270篇)、美國(guó)(243篇)、德國(guó)(188篇)。以最后程序冊(cè)中論文通訊作者的國(guó)家為準(zhǔn),被大會(huì)錄用的2716篇論文中,中國(guó)386篇(其中大陸和香港288篇、臺(tái)灣98篇)、法國(guó)265篇、韓國(guó)217篇、日本211篇、美國(guó)194篇、德國(guó)161篇。
參加會(huì)議的注冊(cè)代表共2755人,其中韓國(guó)381人、中國(guó)334人(其中來(lái)自大陸和香港的262人、來(lái)自臺(tái)灣的72人)、日本281人、法國(guó)224人、美國(guó)185人、德國(guó)154人。
論文數(shù)量最多的三大研究領(lǐng)域是:Design Methods (24%), System and Signals (22%), Mechatronics, Robotics and Components (15%). 具體如下:

大會(huì)安排了397個(gè)口頭報(bào)告組(Oral Sessions, 共2323篇論文,其中132個(gè)為邀請(qǐng)組)、7個(gè)張貼組(Poster Sessions,共368篇論文)、2個(gè)影像組(Video Sessions, 共11個(gè)Videos)、9個(gè)大會(huì)報(bào)告組、6個(gè)CC Milestone組和2個(gè)Panel Discussion組。與上屆不同,本屆沒(méi)有Semi-Plenary Talks. 但Plenary Talk明顯增多,從上屆的6個(gè)增至本屆的9個(gè)(見(jiàn)附錄 2)。
本屆大會(huì)組委會(huì)做了很大的努力,獲得了包括Humax, Samsung Electronics, Korea Electronic Power Corporation, Korea Power Exchange (KPX), Hyundai Motor, POSCO, LG Industrial Systems, Hyundai Heavy Industries, Hyundai Mobis, POSCON, Topfield, Fine Digital, Sanion, Suprema等在內(nèi)的26個(gè)工業(yè)單位/公司的大力支持和贊助。對(duì)參加會(huì)議的青年學(xué)者和亞洲學(xué)生給予了大力支持和資助。
會(huì)議期間,我國(guó)代表除積極參加IFAC會(huì)議的各項(xiàng)學(xué)術(shù)交流外,還積極參與IFAC組織的有關(guān)會(huì)議及活動(dòng)。7月7日中國(guó)自動(dòng)化學(xué)會(huì)副理事長(zhǎng)郭雷院士、席裕庚教授,副秘書(shū)長(zhǎng)張紀(jì)峰教授,以及中國(guó)科學(xué)院合肥智能機(jī)械研究所的熊范綸教授等參加了IFAC成員國(guó)代表大會(huì)(General Assembly)。IFAC成員國(guó)代表大會(huì)在每次IFAC大會(huì)期間召開(kāi),主要議程包括總結(jié)過(guò)去三年的活動(dòng)、審議IFAC的章程及議事程序、選舉下一屆的IFAC主席和執(zhí)委會(huì)成員。目前,IFAC成員國(guó)有49個(gè),其中37個(gè)參加了本屆IFAC成員國(guó)代表大會(huì)。考慮到地域覆蓋性及參加這次IFAC大會(huì)的代表有不少來(lái)自非成員國(guó)(地區(qū)),本屆成員國(guó)代表大會(huì)特邀請(qǐng)了一些非成員國(guó)(地區(qū)), 特別是亞洲地區(qū)的代表列席了會(huì)議。
本屆成員國(guó)大會(huì)由本屆IFAC主席Wook-Hyun Kwon教授主持。他介紹了IFAC PapersOnLine的進(jìn)展情況。IFAC PapersOnLine旨在充分利用數(shù)字出版技術(shù)和高速因特網(wǎng),在網(wǎng)上發(fā)行所有在IFAC會(huì)議上宣讀的論文。這項(xiàng)工作始自2006年9月,目前已完成,被IFAC成員國(guó)代表大會(huì)認(rèn)為是IFAC這三來(lái)的最重要進(jìn)展。技術(shù)局主席(Technical Board Chair) S. L. Jamsa-Jounela教授總結(jié)了過(guò)去三年IFAC的各項(xiàng)學(xué)術(shù)活動(dòng)情況,她說(shuō)雖然各項(xiàng)學(xué)術(shù)活動(dòng)數(shù)量、規(guī)模上與前三年持平,但學(xué)術(shù)水平有了很大提高。執(zhí)行委員會(huì)主席(Executive Board Chair) Peter Fleming教授介紹了執(zhí)行委員會(huì)過(guò)去三年的工作情況,包括IFAC各項(xiàng)獎(jiǎng)的協(xié)調(diào)、評(píng)審,IFAC PapersOnLine的構(gòu)建,以及IFAC的財(cái)政、日常運(yùn)行等情況。此外,還介紹了IFAC的財(cái)務(wù)狀況。大會(huì)一致通過(guò)了上述工作報(bào)告,并進(jìn)行了執(zhí)委會(huì)換屆選舉。我會(huì)副理事長(zhǎng)郭雷院士當(dāng)選為新一屆執(zhí)委會(huì)委員(Council Member)。 新一屆執(zhí)委會(huì)由18位成員組成,分別是:Alberto Isidori, Ian K. Kurzhanski, Arturo Molina, Jurek Sasiadek, Michael Sebek, Janan Zaytoon. 郭雷院士自2005年至今一直是IFAC執(zhí)委會(huì)的委員,目前是他任期的第二屆。7月5日與7月12日郭雷院士分別參加了IFAC上一屆執(zhí)委會(huì)(Outgoing Council)最后一次會(huì)議和新一屆執(zhí)委會(huì)(Incoming Council)第一次會(huì)議。會(huì)議批準(zhǔn)通過(guò)了一系列新的任命,中國(guó)科學(xué)院合肥智能機(jī)械研究所的熊范綸研究員任Bio and Ecological Systems協(xié)調(diào)委員會(huì)主席(CC8 Chair);香港科技大學(xué)的曹希仁教授繼續(xù)擔(dān)任Systems and Signals協(xié)調(diào)委員會(huì)主席(CC9 Chair);上海交通大學(xué)的席裕庚教授任獎(jiǎng)勵(lì)委員會(huì)(Awards Committee)委員,負(fù)責(zé)Journal of Process Control論文的評(píng)獎(jiǎng)工作;中國(guó)科學(xué)院數(shù)學(xué)與系統(tǒng)科學(xué)研究院的程代展研究員任政策委員會(huì)(Policy Committee)委員;中國(guó)科學(xué)院自動(dòng)化研究所的王飛躍研究員任Economic and Business Systems委員會(huì)主席(TC9.1 Chair); 中國(guó)科學(xué)院數(shù)學(xué)與系統(tǒng)科學(xué)研究院的張紀(jì)峰研究員任Modelling,

IFAC目前有9個(gè)協(xié)調(diào)委員會(huì)(Coordinating Committee, 簡(jiǎn)稱(chēng)CC), 每個(gè)CC有3到5個(gè)技術(shù)委員會(huì)(Technical Committee, 簡(jiǎn)稱(chēng)TC),共40個(gè)TC;而每個(gè)TC都有幾十位委員(從二十幾位到八十幾位不等),合計(jì)約兩千人次。中國(guó)是系統(tǒng)控制領(lǐng)域的大國(guó),近幾屆IFAC世界大會(huì)所占投稿及錄用比例都很高,可來(lái)自中國(guó)的TC Chair和TC 委員卻很少(TC Chair和Vice-Chair分別只有一位,委員也只有三十位左右)。這是一個(gè)非常值得我們思考和重視的問(wèn)題。
下一屆(第18屆)IFAC世界大會(huì)將于2011年在意大利的米蘭召開(kāi)。本屆會(huì)議期間,意大利的組織者介紹了籌備情況。
